Uttarakhand boosts disaster resilience with tech and infrastructure push

Uttarakhand is moving ahead with its ambitious disaster preparedness initiative as Chief Secretary Anand Bardhan chaired a high-level meeting at the Secretariat today regarding the Uttarakhand Disaster Preparedness and Resilient Project (U-Prepare). The project, developed in collaboration with the World Bank, aims to strengthen disaster management systems, build resilient infrastructure, and enhance emergency response mechanisms across the state.

Clear Directions on Timelines

The Chief Secretary directed that project proposals be completed and submitted promptly. He emphasized that the Project Management Unit (PMU) must finalize the draft CERC (Contingent Emergency Response Component) operations manual and the draft emergency action plan by 31 October 2025. According to media reports, officials were instructed to adhere strictly to timelines for effective execution.

Progress on Infrastructure Development

World Bank representatives briefed the meeting on significant progress under U-Prepare. As per several media sources, construction work has already begun on 29 bridges across different regions of Uttarakhand, showing notable physical and financial progress. The establishment of PMU, PIUs (Project Implementation Units), and FPIUs (Field Project Implementation Units) has also been completed, with several key positions filled and recruitment continuing actively.

Technology Integration and Monitoring

A web-based Management Information System (MIS) has been launched to ensure real-time monitoring and project transparency. Officials confirmed that a dedicated mobile application for the programme is undergoing final security audits and will soon be launched for public use. This system aims to improve reporting, accountability, and communication during disasters.

Support to Affected Families

The meeting reviewed provisions of land compensation for families impacted by project activities. Officials highlighted that a grievance redressal mechanism is now fully functional, ensuring that affected citizens have direct access to solutions for their concerns.

The meeting was attended by key officials, including Secretary Dilip Jawalkar, Vinod Kumar Suman, Additional Secretary Anand Swaroop, and senior World Bank representatives. Their participation reflected coordinated efforts between state institutions and international partners.

With infrastructure expansion, modern monitoring tools, and proactive planning, the Uttarakhand government is aiming to create a sustainable framework for disaster preparedness and community resilience.

The project is expected to reduce vulnerability to natural calamities and encourage broader adoption of technology-driven disaster management practices in hill regions across India.
