Deputation Strengthens Key Policy Roles
Central staffing has long been an essential mechanism in India’s governance, ensuring that experienced officers contribute across ministries and departments. Under this system, senior officers are deputed to central posts for fixed tenures. The Government of India has now cleared new appointments of two officers to crucial Deputy Secretary roles, each with responsibilities in distinct but significant administrative domains.
Government Approves Senior Appointments
The Government of India has approved the appointment of two officers as Deputy Secretaries in central departments. Both officers will serve under the Central Staffing Scheme, with deputation-based tenures of up to four years.
Lal Jha Joins CGPDTM, New Delhi
Lal Jha, a 2012-batch officer from the Indian Ordnance Factory Service (IOFS), has been deputed as Deputy Secretary in the Office of the Controller General of Patents, Designs and Trade Marks (CGPDTM), New Delhi. The CGPDTM operates under the Ministry of Commerce and Industry, administering India’s intellectual property rights. His tenure will last four years or until further orders.
Role in Intellectual Property Administration
As Deputy Secretary, Jha will support critical functions involving patents, designs, and trademarks. His role includes ensuring smoother administrative processes in one of the country’s key intellectual property institutions.
Pooja Awana Appointed to DIPAM
Pooja Awana, a 2012-batch Indian Police Service (IPS) officer from the Rajasthan cadre, has been appointed as Deputy Secretary in the Department of Investment & Public Asset Management (DIPAM), Delhi. DIPAM falls under the Ministry of Finance and manages the government’s equity in public sector enterprises. It also oversees strategic disinvestments and asset monetisation initiatives.
Strategic Disinvestment Oversight
Awana will serve a deputation tenure of four years or until further orders. She takes charge in a department directly linked with the execution of the central government’s disinvestment agenda.
Immediate Relieving Orders
The Competent Authority has directed both officers to be relieved of their existing assignments immediately. This ensures their early joining in the new roles without delay. The appointments reflect the government’s practice of circulating experienced officers through diverse administrative functions.
Deputation Reinforces Governance Continuity
Through these postings, the central administration has placed skilled officers in domains central to intellectual property management and disinvestment policy. The rapid transfers highlight the importance of continuity in India’s governance and policy execution system.
With officers like Lal Jha and Pooja Awana moving into strategic roles, public administration may see boosted efficiency in intellectual property governance and disinvestment processes. The trend of rotating officers through high-stakes functions could enhance cross-domain expertise and ensure better policy execution in the future.
