The Uttarakhand Cabinet has cleared several key administrative and policy amendments aimed at empowering women, improving worker mobility, streamlining marriage registration under the Uniform Civil Code (UCC), and ensuring greater revenue contribution from state enterprises. The decisions were announced by Home Secretary Shailesh Bagouli after the Cabinet meeting.
Major Reforms in Women and Child Development Rules
The Cabinet approved amendments to the Uttarakhand Women and Child Development Subordinate Supervisor Service Rules, 2021. Previously, supervisor posts were filled through 50% direct recruitment, 40% by promotion from Anganwadi workers, and 10% from Mini Anganwadi workers. Under new central government guidelines, all Mini Anganwadi centres will now be upgraded to full-scale Anganwadi centres. Consequently, the 10% promotion quota for Mini Anganwadi workers has been merged into the promotion category of regular Anganwadi workers, raising their quota from 40% to 50%.
Building Permissions in Raipur Area
According to media reports, the Cabinet has partly amended the “freeze zone” near the proposed legislative complex in Raipur and adjacent areas. It will now allow the construction of small houses and shops under low-density housing norms. The Housing Development Department will define the construction standards for these areas.
Health Worker Transfer and Service Amendments
As per several media sources, the Cabinet approved changes to the service regulations for health workers and supervisors under the Department of Medical Health and Education. Those who complete five years of satisfactory service can now apply for one mutual transfer during their career. Officials transferred to new districts will be treated as the most junior in their new cadre. Transfers across mountain and plain districts will be allowed where vacant posts exist, following standards to be notified by the department.
Updates in UCC Marriage Registration Process
The Cabinet also approved an amendment to online marriage registration rules under the Uniform Civil Code. Aadhaar is now mandatory for registration, while foreign nationals from Nepal, Bhutan, and Tibet can use alternative identity certificates. These include citizenship proof from Nepal or Bhutan, certifications from the respective national missions for long stays in India, and valid registration papers issued by the Foreigners Registration Officer for persons of Tibetan origin.
State Employee Promotions and Revenue Reforms
The Cabinet decided to amend provisions relating to the relaxation of qualifying service for state employee promotions. It also took official cognizance of the earlier decision by the Chief Minister to end the Assembly session through deviation. Additionally, the Cabinet authorized the Chief Minister to decide the date for a special Assembly session marking the silver jubilee year of Uttarakhand’s statehood. It approved that state-run enterprises must now allocate 15% of their profit after tax (PAT) to the state government.
These reforms reflect Uttarakhand’s push toward efficient governance, inclusive policy-making, and stronger fiscal discipline across government departments.
The state is expected to see smoother administrative functioning, greater inclusivity in women’s employment, and improved transparency in UCC-based civil procedures as these updates come into effect.
